President's rule has come into force in Bihar state of India.
The Union Cabinet had recommended to President APJ Abdul Kalam that President's rule should be imposed in Bihar.
On Monday, a meeting of the Union Cabinet was held under the chairmanship of Prime Minister Manmohan Singh, but Railway Minister Lalu Yadav and Chemicals Minister Ram Vilas Paswan did not participate in it.
Late on Monday, President APJ Abdul Kalam confirmed the decision of the Union Cabinet.
Earlier on Sunday, Governor Buta Singh had recommended imposition of President's rule in the state in the absence of possibility of formation of a new government in Bihar.
Then the Central Government had also put its stamp on this recommendation.

The tenure of the assembly was till March 6 and by this day the new government should have been formed in Bihar.
This does not work in politics, Paswan ji should do open politics. Either they stay with the UPA at the center and cooperate here too or come openly with the NDA.

But the way the results of the assembly elections have come, no party could muster the necessary majority to form the government in the hung assembly.
After the controversy arising out of the decisions of the governors in Jharkhand and Goa, Bihar Governor Buta Singh made it clear that he will not invite anyone to form the government until any political alliance gives a letter of support from 122 MLAs.

But Ram Vilas Paswan, who has kept 29 MLAs with him, has clearly declared that he will neither support Lalu Prasad Yadav's RJD nor BJP.
Though he said no, the indications were clear that if the Janata Dal comes out of the United NDA and talks about forming the government, Paswan can go with them, but this did not happen.
On the other hand, Lalu Prasad Yadav, despite a heated argument with Ram Vilas Paswan during the elections, requested the Congress to persuade Paswan and garner support to form the government, but the matter did not materialise.
At present, both RJD and Lok Janshakti Party are included in the UPA government at the Center along with the Congress.

There has been a mixed reaction among the political parties of Bihar on the recommendation to impose President's rule.
Lok Janshakti Party leader Ram Vilas Paswan, who has been talking about President's rule for a long time, said that he takes the responsibility of imposing President's rule in the state and he believes that nothing wrong has happened in it.

Blaming Janata Dal (U) leader Nitish Kumar, he said that in the last seven days he did not take any initiative to form a secular government.
But Nitish Kumar, who has been declared as the chief ministerial candidate of the NDA, hit back at Ram Vilas Paswan and said, "It doesn't work like this in politics. Paswan ji should do open politics. Either he stays with the UPA at the center and stays together here as well." Or come openly with the NDA."
He said that Paswan ji may be happy with the President's rule, but indirectly it will be the rule of Lalu Prasad Yadav.
On the other hand, State Congress President Ramjatan Sinha has welcomed this and said that this will improve the law and order situation in the state.
But the Congress at the center has assessed the political situation taking precautions. Congress President Sonia Gandhi has discussed the situation in Bihar with Prime Minister Manmohan Singh and Home Minister Shivraj Patil.
The most sharp reaction has been expressed by the ruling RJD.
RJD pitching for President's rule on Ram Vilas Paswan, RJD leader Shivanand Tiwari said that Congress should have put pressure on Paswan to support a secular government in the state to stay in the central alliance.

The situation of imposition of President's rule in Bihar has come for the eighth time.
President's rule was imposed for the first time in January 1968, which lasted for a month. In July 1969, once again President's rule had to be imposed, which lasted till January 1970.
After this President's rule was imposed in 1972, 1977, 1980 and 1995.
The last time President's rule was imposed in 1999 when Rabri Devi became the Chief Minister on behalf of RJD a month later.
